Leonid Zyabrev, it turns out, works at the National Bank of Ukraine and has a career in public relations going back to 1995. An edit that copies a 2019 promotional brochure from the NBU and pastes it wholesale into Wikipedia violates a whole raft of policies, starting with the copyright policy and the neutrality policy. An edit that did that where it turned out that it was undisclosed promotional editing by a PR person, violates even more policies. Representing first person voice content full of buzzwords and puffery as ″only facts″ brings up the Terms of Service requirements about deception.

For the protection of both Wikipedia and the actual Leonid Zyabrev, I am revoking this account's editing privileges. M. Zyabrev, if xe is actually connected to this account, can formally identify xyrself using the usual, off-wiki, process. However, note all of the other policies about paid editing, which an employed PR person for an institution editing on that subject of that insitutition is unequivocally doing, would still apply in such a case.
