If Shah were an IEEE Fellow as the lead claims, that would be an automatic pass of the relevant notability guideline. But that does not seem to be the case — the sources and the IEEE directory indicate that he is an IEEE Senior Member, which is explicitly not sufficient to demonstrate notability. Without that, I don't see any other evidence of passing the relevant notability guideline — his citation record is a little bit short of making a claim to passing WP:NPROF#C1, and I don't think the journal that he is editor-in-chief of is major or well-established enough to pass WP:NPROF#C8.

There has been no significant change since the last submission, and he fails notability for the same reason. Adding routine material (see (WP:MILL]]) that all academics do will not change anything, nor will more sources. I suggest waiting until he is promoted to full professor and has far more citstions and major awards.
