Fakhry Elfiky (Arabic: فخري الفقي; full name Fakhr El-Din Ali Mohamed Elfiky; born 16 December 1949) is an Egyptian economist, academic and politician. He is a professor of international economics at the Faculty of Economics and Political Science, Cairo University, and a former advisor and assistant executive director at the International Monetary Fund (IMF) in Washington, D.C.[1][2] He has been a member of the board of the Central Bank of Egypt since 2019, and served as chairman of the Plan and Budget Committee of the House of Representatives during the 2021–2026 parliamentary term.[2][3]

Education

Elfiky earned a bachelor's degree from the Faculty of Economics and Political Science at Cairo University. He pursued graduate study in the United States, completing a master's degree at Clark University and a Doctor of Philosophy at Harvard University.[2][4]

Career

Academic career

Elfiky began his career as a teaching assistant at Cairo University and later became a professor of international economics at the Faculty of Economics and Political Science.[2]

International financial institutions

Elfiky has described more than three decades of international experience in economic and financial advisory work, training and applied research in Egypt, the Arab region and the United States.[1] He held a number of posts at international financial institutions, including the IMF and the World Bank in Washington, D.C., serving as an advisor and assistant executive director at the IMF.[1][2] He also carried out advisory work through the United Nations Development Programme in Arab countries.[2]

Central Bank of Egypt

In 2019, President Abdel Fattah el-Sisi issued Decree No. 253 appointing Elfiky as an expert member of the board of directors of the Central Bank of Egypt.[2][5]

House of Representatives

Following the 2020 parliamentary elections, Elfiky entered the House of Representatives, and in January 2021 became chairman of its Plan and Budget Committee, succeeding Hussein Issa.[6][3] In that role he led the committee's review of the state's draft budgets and final accounts, and became a prominent parliamentary commentator on fiscal policy, public debt and Egypt's economic reform programme.[7]

Public commentary

Elfiky is a regular commentator in Egyptian media on macroeconomic policy. He has stated that the Egyptian pound is the country's sovereign currency and that pricing domestic goods and services in US dollars is contrary to the Central Bank law.[8] He has attributed currency speculation and parallel-market activity to external shocks, and has advocated accelerating the state's asset-offering programme and signing further local-currency swap arrangements with partners such as the United Arab Emirates, China and India.[8][7]
