Jos Delbeke (2022)

Jos Delbeke (*1954 in Avelgem[1]) is a Belgian economist, EU official, and was Director-General for Climate Action in the administration of the European Union from 2010 to 2018. He currently serves as the EIB Climate Chair at the Florence School of Transnational Governance at the European University Institute[2].

Career

Jos Delbeke earned his doctorate in economics in 1986 at the Catholic University of Leuven. He then joined the EU civil service. In various positions, he was particularly involved with issues such as environmental protection, climate protection, sustainability, and air quality. In 2008, he assumed the role of Deputy Director-General of the Directorate-General for the Environment and was appointed Director-General of the Directorate-General for Climate Action in 2010. He was involved in setting the EU’s climate and energy targets for 2020 and 2030, and in developing EU legislation on the Emissions Trading System (ETS), cars and fuels, air quality, emissions from big industrial installations and chemicals (REACH). He developed Europe's International Climate Change strategy and was the European Commission's chief negotiator at the UNFCCC Conference of the Parties, playing a key role in the EU's implementation of the Kyoto Protocol and in negotiations on the Paris Agreement. He held this position until March 15, 2018. In September 2020, he was appointed as the EIB Chair in Climate Policy and International Carbon Markets at the Florence School of Transnational Governance at the European University Institute[2].
