Liubov Tsybulska (Ukrainian: Любов Вікторівна Цибульська; born 25 August 1985) is a Ukrainian civil society activist, founder and first director of the Centre for Strategic Communication and Information Security at the Ministry of Culture and Information Policy.[1][2], an expert in the fields of strategic communication, information security and countering hybrid threats, and a researcher into Russian propaganda and cognitive warfare[3]. She is the founder of the NGO Join Ukraine[4].

Life

Liubov Tsybulska was born on 25 August 1985 in Mohyliv-Podilskyi. She studied journalism at Taras Shevchenko National University of Kyiv and psychology at Kyiv International University[5]. She began her career as a journalist, editor and scriptwriter for Ukrainian television channels[6].

Between 2017 and 2021, Liubov Tsybulska headed the hybrid warfare analysis team at the Ukraine Crisis Media Center[7]. She also served as an adviser on strategic communication to Ivanna Klympush-Tsintsadze, Ukraine’s Deputy Prime Minister for European and Euro-Atlantic Integration, and as an adviser to the Chief of the General Staff of the Ukrainian Armed Forces[8]. She was involved in developing the strategic communication system for Ukraine’s state institutions and in formulating a communications response to Russian aggression[9].

Between 2021 and 2023, Liubov Tsybulska served as an adviser to the Minister of Foreign Affairs of Ukraine[10]. In 2021, she founded and headed the Centre for Strategic Communication and Information Security[11] at the Ministry of Culture and Information Policy of Ukraine[12], which specialises in issues of disinformation[13], strategic narratives, hybrid and cognitive warfare, as well as the use of culture as a tool of Russian political influence[14]. She later stepped down from this post but remained as an adviser on international communications[15].

Since 2022, she has been leading the non-governmental organisation Join Ukraine[5]. Tsybulska is the author of research on Russian propaganda, cognitive warfare and Russia’s instrumentalisation of culture for foreign policy purposes[16][17][18].

In 2026, Join Ukraine, in collaboration with the Ukrainian Catholic University, organised a course entitled "Total Defence: Leading Resilient Ukraine", focusing on issues of national resilience, public safety and modern forms of warfare[19]
